At 15:35 on August 13, 2025, the Zhangzhou Meteorological Observatory upgraded the yellow typhoon warning signal to an orange typhoon warning signal: Typhoon Yangliu, the 11th typhoon of this year, was located in Tainan City, Taiwan Province (23.0 degrees north latitude, 120.3 degrees east longitude) at 15:00 on August 13, with a maximum wind speed of 13 levels (38 meters per second, typhoon level) near the center. It is expected that Yangliu will move towards the northwest at a speed of about 30 kilometers per hour, gradually weakening in intensity. Affected by it, it is expected that the maximum wind speed in the coastal sea area of our city will reach 10-11 levels with gusts of 11-13 levels in the next 24 hours. The maximum wind speed in the Minnan fishing grounds and Taiwan shallow fishing grounds will reach 11-12 levels with gusts of 12-14 levels. Please pay attention to preventing the adverse effects of typhoons and strong winds.
Within 12 hours may be or has been affected by tropical cyclones, coastal or land average wind force is 10 or more, or gust force is 12 or more and may persist.
1. The government and relevant departments shall make emergency preparations for typhoon prevention in accordance with their duties;
2. Stop large-scale indoor and outdoor gatherings, suspension of work, class, operation, market, and business (except for special industries);
3. On-water operations in relevant waters and passing ships shall return to the port to avoid wind, strengthen port facilities, and prevent ships from anchoring, grounding and collision;
4. Reinforce or dismantle structures that are easy to be blown by the wind. Personnel should stay in a wind-proof and safe place as much as possible. When the center of the typhoon passes by, the wind will decrease or remain static for a period of time. Remember that strong winds will suddenly blow, and should continue to stay. Take shelter from the wind in a safe place, and promptly transfer people from dangerous houses;
5. Relevant areas should pay attention to preventing mountain torrents and geological disasters that may be caused by heavy rainfall.
