The Hua an County Meteorological Observatory issued a typhoon blue warning signal at 9:45 am on October 31, 2024: Typhoon Connie (super typhoon level), the 21st typhoon of this year, was located on the ocean surface about 120 kilometers southeast of Taitung City, Taiwan at 9:45 am on October 31. The maximum wind speed near the center was 16 levels (55 meters per second). Typhoon Connie is expected to move northwestward at a speed of around 25 kilometers per hour, gradually weakening in intensity. Affected by Typhoon Connie, it is expected that the onshore gusts in our county will reach 7-9 levels within the next 24 hours. Please take precautions!
Within 24 hours may be or has been affected by a tropical cyclone, coastal or land average wind force is 6 or more, or gust can reach 8 or more and may persist.
1. The government and relevant departments shall make preparations for typhoon prevention in accordance with their duties;
2. Stop outdoor group activities and high-altitude outdoor dangerous operations;
3. Water operations in relevant waters and passing ships take active countermeasures, such as returning to the port to avoid wind or sailing in a detour, etc.;
4. Reinforce doors and windows, enclosures, scaffolds, billboards and other structures that are easily blown by the wind, and cut off dangerous outdoor power sources.

At 08:39 on October 31, 2024, the Zhangzhou Meteorological Observatory upgraded the typhoon blue warning signal to a typhoon yellow warning signal: Typhoon Connie, the 21st typhoon of this year (super typhoon level), was located on the ocean surface about 155 kilometers southeast of Taitung City, Taiwan at 08:00 today (31st), with a maximum wind speed of 16 levels (55 meters per second) near the center. It is expected that "Connie" will move northwest at a speed of 25-30 kilometers per hour, and will make landfall along the eastern coast of Taiwan Island around noon today (15-16 levels, strong typhoon or super typhoon level), then pass through Taiwan Island and enter the Taiwan Strait tonight. Afterwards, it will gradually turn northeast in the waters near Fujian and Zhejiang. Affected by it, it is expected that in the next 24 hours, the maximum wind speed along the coast of our city will be 8-9 levels with gusts of 10-11 levels, the maximum wind speed in the Minnan fishing grounds will be 10-12 levels with gusts of 12-14 levels, the maximum wind speed in the Taiwan Shoal fishing grounds will be 9-11 levels with gusts of 11-13 levels, and the maximum wind speed in the area where the typhoon center passes can reach 13-15 levels. Please take precautions against the adverse effects of typhoons and strong winds.
