At 15:25 on February 23, 2025, the Harbin Meteorological Observatory issued a blue warning signal for strong winds: it is expected that from the night of the 23rd to the day of the 24th, there will be 3-5 level southwest winds and gusts of 6-7 level in the eastern part of Harbin (Yilan, Tonghe, Fangzheng, Yanshou, Shangzhi, Wuchang East). From the night of the 24th to the day of the 26th, there will be southwest or westerly winds of 4-6 levels in the city, with gusts of 7-8 levels, and local gusts in the east can reach 8-9 levels. Please take precautions.

It may be affected by strong winds within 24 hours, with an average wind force of 6 or higher, or gusts of 7 or higher; or it has been affected by strong winds, with an average wind of 6-7, or 7-8 gusts and may continue.
