Potential for Life Threatening Flash Flooding. * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of southeast Texas, including the following areas, Brazos, Chambers, Coastal Harris, Grimes, Houston, Inland Harris, Madison, Montgomery, Northern Liberty, Polk, San Jacinto, Southern Liberty, Trinity, Walker and Waller. * WHEN...Through Wednesday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - There is an increased danger to lives and property due to flash flooding. Flash flooding is likely and considerable flash flooding possible. Periods of moderate to heavy rainfall associated with Tropical Storm Edouard are expected to begin as early as this morning and lasting into Wednesday evening. 3-6 inches with isolated amounts up to 10-15 inches are expected with the highest totals occuring along and east of I-45. East Central San Jacinto County in southeastern Texas... * WHEN...Until 130 AM CDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. * ADDITIONAL DETAILS... - At 1024 PM CDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1 and 3 inches of rain have fallen. - Additional rainfall amounts of 1 to 3 inches are expected over the area. This additional rain will result in minor flooding. - Some locations that will experience flooding include...
