黑龙江省水利厅和黑龙江省气象局8月3日20时00分联合发布中小河流洪水气象风险蓝色预警：预计8月3日20时至8月4日20时，大庆市区、杜尔伯特、泰来县、齐齐哈尔市区、碾子山区、龙江县、肇源县、肇州县、安达市、肇东市有一定风险发生中小河流洪水（蓝色预警）。请密切关注天气形势及雨水情变化，加强分析研判，及时向有关乡镇、村发布预警信息并按有关规定做好叫应工作。加强巡查排险，必要情况下提前组织危险区群众转移，确保人民群众生命安全。
