* WHAT...Flash flooding caused by excessive rainfall is possible. * WHERE...Portions of Illinois, including the following areas, Bureau, Carroll, Hancock, Henderson, Henry IL, Jo Daviess, McDonough, Mercer, Putnam, Rock Island, Stephenson, Warren and Whiteside, Iowa, including the following areas, Buchanan, Cedar, Clinton, Delaware, Des Moines, Dubuque, Henry IA, Jackson, Johnson, Jones, Lee, Linn, Louisa, Muscatine, Scott and Washington, and northeast Missouri, including the following area, Clark. * WHEN...Through late tonight. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Low-water crossings may be flooded. Area creeks and streams are running high and could flood with more heavy rain. * ADDITIONAL DETAILS... - Recent rounds of heavy rain have resulted in saturated soils north of Interstate 80. South of Interstate 80, soils are quite moist.
